I've done this via an XML database, where the user's
help query retrieved data from the db via SQL and an
ASP rendered the XML content to HTML. Might be
overkill for what you need though.
DreamWeaver and Devatools is a great combination. If
you don't need printed documentation, I suggest this
be the way to go. You can set up templates in
Dreamweaver to bang out content and then use DevaTools
to wrap it all into a help interface (which is what
you were thinking about using, right?).
One thing to be concerned about is 508 compliance.
Many html help style interfaces are not 508 compliant.
