I believe there are also NVLAP procedures that must be followed and the lab
must be NVLAP accredited. This is probably under the umbrella of the EPA. I
know that if you are trying to determine if there is lead in drinking water
(old pipes), NVLAP is used.

thinks ISO procedures for municipal utilities are an appropriate use.
E.g.,
