If they don't specify, just send one.

If you're in CYA mode, also send an e-mail (which may be ignored, based on
the way they've behaved so far) describing what you're shipping them and
offering to send more if requested.

Also, try doing a little recon. See if you can find their address on the
Web, in a phone book, etc. If you find a phone number for them, there's
probably no harm in calling them and asking, despite their warning.
Chances are it's an oversight on their part. These things are almost
always written by committees, and it shows.
