Easy. I assume you're using one of the built-in running header/footer
variables (you should), such as Running H/F 1. Select it in the Variable
dialog box and click Edit Definition.

In the Edit System Variable dialog box edit the definition of the variable
so that it reads:

<$paratext[Heading1, Heading1_top]>

You can specify any number of paragraph tag names within the square
brackets. Frame will insert the paratext of whichever tag comes first on the
page.

Alternatively, you can have the last tag appear using a variation of that, to wit:

<$paratext[+, Heading1, Heading1_top]>
