I am using Frame to write some Application Notes and
Data Sheets. My body tag is set to Arial, which is the
font I want to use, but I would like for it to appear
less weighted than the setting of "normal" in the
paragraph designer.
Does anyone know how to do this? Is there a way to set
the "opacity" so to speak for the whole document or
for individual paragraph tags?

In View >Colors > Definitions you set a color, ideally a grey tint. Then you set the color of the font to that color name that you just defined.
But what you seem to want, "less weighted" , indicates perhaps that you would do with a mulitple master font what you need. That is make the font stroke less thick.
If you want color, then it is stroke color, set through the Views > Colors > Definitions.
