A plague on both their houses - use Docbook/OpenJade.
Frame and Word keep changing, so I don't mind if the Frame vs.
Word discussion is updated once in a while (tool wars
notwithstanding):
1. Word keeps getting worse.
2. Frame keeps getting more expensive.
So on balance, it STILL doesn't matter which one you choose.
But, since Word is cheaper, the writer who uses Word cheerfully
will get more respect (or at least less disrespect).
On the other hand, if you want to convince management to go with
Frame, show them HTML created with Word vs. HTML created with
Frame (using their native export filters; no third-party HTML
generators!).
