Try this:
In the Character Designer, create a character format that has the underline.
In the Paragraph Designer, bring up the def for the paragraph having the
autonumber you want underlined.
In the Numbering attributes for the paragraph, specify the character format
having the underline.

If you add 9 & 13 & divide by 2, you get 11. Thus, W11 is correct.
