It's fairly common, apparently. A couple of quick searches on Google, Vivisimo, and AskJeeves turned up lots of examples, mostly from Federal District and Small Claims courts all over the country: Texas, NY, Missouri, Pennsylvania, Oklahoma, California, Oregon, Vermont, Georgia, Florida, Kentucky, Alabama, North Dakota, Illinois---all on the first few pages. In the cases I looked at, judgements that included legal fees and court costs were about equally distributed between plaintiffs and defendents.
