IMHO...
The requirements are vague because no one organisation dictates or enforces
them - they are a matter of opinion and debate.
In general, organisation and output depend on the commercial pressures and
chance. If your department produces accurate and useful documentation on
time, then it conforms to the usual expectations.
However, you might try reading Sun Technical Publications "Read Me First: A
Style Guide for the Computer Industry" which is well respected, broader in
content than the title suggests, and contains an appendix on "Developing a
publications department".
Certainly, in the UK there are no real formal requirements for a techwriting
department (unless you're going for ISO recognition, in which case it's more
about having a quality control procedure than what that procedure actually
is).
