Thankfully, neither your country (judging by what you say) nor mine (US) has
"standard" requirements for being a tech writer.

I point this out only because your approach might be misdirected if it is
"what are standard requirements". What is actually *required* to do the job is
the ability to understand and communicate about technical subjects. I don't
doubt that some sort of helpful curriculum could be developed to support this,
but that is a different philosophy and approach than listing what is "required".
