It's a bug. It doesn't work. Here's a workaround.
1. Go to the end of your document and insert a bookmark just before the last paragraph marker. Name the bookmark "end" or "lastpage" or something similar.
2. Edit the header or footer and in place of the NUMPAGES field, insert a crossreference to the bookmark specifying that it display the page number.
