TechWhirl (TECHWR-L) is a resource for technical writing and technical communications professionals of all experience levels and in all industries to share their experiences and acquire information.

The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.

The constraints for this project are: (a) We can't force the users to
code HTML (although some may choose to do so), (b) The pages must have a
consistent look and feel, (c) The implemented system must be relatively
easy-to-use and require minimal training, and (d) It must be fairly
cheap!
Does anyone have any ideas for this project?

Consider the WebContent product from Haven Knowledge Systems
(www.hks.ca)! It should satisfy all of your requirements.
Please note: I *am* affiliated with HKS (my brother owns it and I have
worked on the WebContent User Guide - which is why I know it will meet
your needs). However, I receive nothing from recommending it other than
a helpful hint to a list that has given me so much over the years.
