Depends on the company. I joined my current company as a Technical
Publications Team Leader, with a team of... one! Me. It was a small company
who had plans to grow and I hired my first junior author about 4 months
later.

Same company, later on I became Technical Communications Manager. The
company was (pre-redundancies) 200 strong and I have 3 Technical Authors and
2 Trainers in my team.

Typically, if I saw a job title of Documentation Manager I would presume it
involved the management of a team of writers.

The responsibility of the company's documentation may fall to the same
person.
