I was afraid that would be the answer ... I've done what you suggest before
and it is a big pain in the butt.
Adobe must be run by deaf management. How long have we screamed for a
multiple undo function, yet they will not deliver?

FrameMaker does not support nested tables. There are two workarounds
that I know of:
1) Create a table that has enough cells to accommodate all nested
tables and straddle cells to make the 'non-nested' parts of it.
2) To put a nested table in a cell of the overall table, put an
anchored frame in that cell. In the anchored frame, create a new text
frame; in that text frame, insert a table. Yes, it's messy, but it
works after a fashion.
