I'm talking about the second part, about writers. You didn't say it would lead to *frustration* for writers; you said it would lead to frustrating *working conditions* for writers.
How does the *expectation* of both capabilities in a single person lead to frustrating *working conditions* for writers?
This seems rather clear to me: A workflow is set up on the expectation that each of the participants has certain capabilities, according to which his or her responsibilities are assigned. If one of the participants - say, the editor - does not have the stipulated capabilities, he or she cannot fulfill all responsibilities. This makes working with them frustrating for the other participants - say, the writers.
