But I am perplexed by your assertion that a skill that you admit cannot be
used in isolation is valuable in its own right.

Money cannot be used in isolation either, still it is regarded as valuable. A technical writer cannot use technical knowledge in isolation (i.e., without literacy)) either, still such knowledge is regarded as valuable to have for writers. You cannot use a car engine in isolation, still few would not consider it valuable.

What's perplexing?
