That's harsh, John. Managers are people. They sometimes behave like pointy-haired bosses because of the roles they are forced into, but they can improve with coaching. It is perfectly all right for a subordinate, if invited, to help coach the boss in redefining her role and duties.
In this case, the boss needs to rethink what it is she is managing. Before she was managing the documents. Now she has to let go of that and manage the department--a whole 'nother set of skills. Give her a reading list. Talk with her. Couldn't hurt.
