Basically. In all these languages, you use a set of commands to code. When you code you always use the same basic elements: loops, conditional clauses (if, then), logical operators (>, <, <>, ==, !, etc), procedures or fonctions that take parameters and sometimes return a value, you can use any of these languages with a database, you can use an object-oriented approach with any of these.
