It's a no-brainer in Interleaf, which is probably what the author of the specs had in mind.
But instead of complaining about the specs and government inefficiency, why don't you put your energy into requesting the feature as an enhancement in Word?
Oh, that's right. Because it's easier to change a government regulation than to get an enhancement in Word. I forgot. Silly me.
