I did have a circumstance where sticky notes moved. I have a large monitor set at high resolution. With my Acrobat view set so that I see the whole page, I have some free space around the document (within the Acrobat desktop).

For one job I put my note windows out in that space and left them open (this was for user instructions on the PDF itself, not editorial notes). When a user opened the PDF on a monitor with lower resolution, so that there was no clear desktop space, the note windows migrated inward and covered up part of the page.

So the short answer is that they can move, depending on the environment where the PDF is opened.
