Hi Oja,
Instead of decimals, I use 2a, 2b, and so forth. If you have dozens of
steps in a long procedure, consider breaking it into sections with a
subhead. The last step in each section directs the user forward, never
back, with something like "Proceed to 'Next Topic' on page 35." The
sections make your writing more modular and easier for techs to review.
Also, if a certain section does not apply to all users, you can leap them
forward.
