You are correct. Too many emails place too much responsibility on the
users. The users inbox is a mail user agent, or MUA. The MUA is an
application run directly by a user to retrieve (not receive), compose, and
send email. POP is an example of MUA. The end user can be very limited
in screening or filtering.

An MUA is a client to and interfaces with a mail transfer agent (MTA).
Mail transfer agents move email between machines. SMTP is an MTA. A
component of the MTA are the email servers, usually administered by IT
departments. It is largely up to the email administrator to configure how
users can retrieve their email; how users can implement any filters,
screening, or redirects; and how users interface with the MTA (POP, Notes,
WebInterface, and so forth).
