June 12, 2003, she has been out 112 hours and charged that time to our
regular charge number (and that number doesn't count the times she was
out and charged the time correctly).
So, the question is do I tell management what's going on?"

I am in a similar situation with my co-worker as well. My perception is is
if the Management has not yet noticed and still hasnt mention something to
her, then it is none of your business. and if you are in a small or big
company, dont worry someone somewhere has noticed this. Your time does get
approved by your supervisor.
What you can do is to inform her about the sick number charge to use when
taking sick days off..Give her the benefit of the doubt, maybe she is not
aware that these numbers exist...or maybe she's been doing this all along
and hasnt known about them.
Don't tell management about this because they will start checking over your
department hours and that includes you. The last thing you need is someone
checking over you when you come into the office or when you leave. You can
lose your job over this as well- So Let it be. What do you care? it's not
your company or your money!!
