Actually, at least in FrameMaker, you can set the
number of lines allowed to be orphaned. So, if you set
orphan control to 3, you'll never have less than 3
lines of a paragraph at the bottom of a page. And, in
the case of one-line paragraphs, keep with next solves
that issue...
