Sure, but the same potential exists when moving an
operation to a new location anywhere without paying
attention to security.  Moving to any new location
without first becoming familiar with the various 
legal and regional differences that may cause IP to
be looked upon as something less deserving of sacred
cow status compared to the old location is a symptom 
of a badly managed company.
