WWP SE is an export filter and is really not good for
creating online help. Though, you can use it to create
HTML that you can use as online help. WWP SE is not
customizable.
What you want is something like the full version of
WebWorks Publisher 2003, which costs about what a seat
of RoboHelp costs. In that case, you create help from
your FrameMaker book directly via WWP and RoboHelp is
not involved at all.
Also, I don't believe WWP SE supports WinHelp
authoring, so you need the full version of WWP for
that. (Personally, I prefer HTML for online help at
this point.)
