Speaking of specific skills, XML springs to mind. It appears, at least
to me, that much of the overseas writing community already uses XML.
They certainly seem to be a large part of the audience for the XML
lists. I think much of this may be due to either an inability or
unwillingness to pay big bucks for Frame, Robohelp, or Word. XML's
single-sourcing and multi-lingual capabilities may contribute to that as
well.
So, if I were going to consider adding skills to manage or coordinate
offshore writing efforts, I'd pick up a second language so I could talk
to these folks, and I'd learn XML (or at least Docbook) so that I could
work with them.
