writing for a governmental entity. (non-US,) Payment for my services is

that my work would be done in phases, so that no more than a few
thousand dollars would be at risk at any time. I was wondering if anyone
here has had any experience. Please don't bother to warn me about the
danger of not being paid. I am fully aware of that. I was hoping to hear
some real life experiences and whether in any part of the world it is
not an unusual arrangement.
