Why this is happening is because you have based your
Heading 2 on Heading 1. What I do in such a scenario
is to make a new Heading called 'AltHeading' which is
not numbered and another numbered one called Heading2
which is based on your 'Body' or 'Normal' para (not on
AltHeading)
Another way to tackle this is to rename the Heading
one as say 'Title' or something else, and start call
numbered Headings from your current Heading2, i.e.
change your current 'Heading2' to 'Heading1'.

Another tip that I can give you is that since you have
already done a lot of wrestling with your Heading
styles, before redefining your heading styles, try
copying all the content to a fresh doc. 'Cause there
is a possibility that the styles will not behave in
your current doc.
