Well, if you...
- let the user re-size the help window and if you
- DO NOT force a "standard" window size and position upon the user when he
calls for help again (i.e. you allow saving the last used window
parameters),
...then it can be helpful to have a keep-on-top window. It helps for
example to follow a long procedure without having to shift windows each
time you do something in the application window.
Otherwise don't do it.

Which is better and why, setting a CHM up to "keep on
top" or setting it not to?
I don't see a user option for this (feel free to
correct my perception). And, the first smarty with a
"know your audience response" (for example, writing to
the "Association of HLP forever," or "National
Organization of Keep Help on Top") gets a whack upside
the head with a rubber chicken, or something.
