Which is better and why, setting a CHM up to "keep on

Ah, the power of XML. hehehe

But seriously, personally, I find keep on top the most annoying feature ever devised...well close to the most annoying feature. It mostly comes down to my expectation. My expectation is that when I click another running application it should move to the front, thus covering the help so that I can put into use the information that I got from the help. I always get a 1 second pause where I think "Huh, why isn't my app coming up?" Then I realize that it's because "KEEP ON TOP" has been used. So, in a frustrated mood I go and take off the setting. I suppose I could resize the help and the app so that they would fit on the screen in the way I need them to, but then, that sort of negates the need to keep the help on top, right? So, as a "user" my answer is:
