This is confusing:

The book is unintelligible. Let us say, Ulyssis
is unintelligible. Outright.

Yet it changes the world. 
How?

The whole package-content or form-substance
dichotomy reminds me of Oscar Wilde's joke in
which a not-so-clued-in person is saying:
"Hey look, they are putting the architecture on
that building" [referring to the facade]

It is possible to package execrable matter or
gold or any 'matter' - messily or very well.

YOu cannot wrap bad ideas in good words or the
other way around. 

Whatever it was that 'is oft thought and never so
well expressed', died in the 18th c. And none too
soon.
