As it happens, I have an extensive email correspondence with several native speakers of Russian. Being so highly inflected, Russian uses few articles...so one of the more formidible challenges for them is to learn when and how to use them in English.
Thus, I have become quite used to reading English prose with many of the articles omitted. I can attest that it took a fair amount of time before it began to seem "natural."
As for the present instance, I too believe it's not a particularly important point either way--but it may be symptomatic of other, perhaps more significant failures of communications between the engineers involved and the writer. To me, neither seems to be presenting an argument that justifies making much of a point of it. Thus, I suspect that there is more to the story than may meet the eye.
