I disagree. I just sent out 5 cold emails trying to get a foot in the
door for the Art Director or owner to see my portfolio. I had two return
emails asking me to drop off my portfolio. And those responses came
within one hour of sending the emails. Who knows the other three
targeted emails may be responded to next week.
I believe calling is way more disruptive than emails, and it's still
unsolicited.

The definition of spam has continued to broaden as it evolves. There are
lots of definitions to choose from. Very few spammers call themselves
spammers. Nowadays, spam is defined by the recipient, not the sender. If
the recipient thinks it's spam, it's spam.
IMHO, for only 100 messages, you should be cold-calling these people
directly, not emailing them.
