Hi Joe,
I think your choice depends on how/whether you
incorporate screenshots into your documentation.
If you do not incorporate screenshots, I like using
the two sentences in the same paragraph:
1. On the New Address Screen, type your name,
address, and phone number, and click the Save button.
The Address Confirmation Screen appears.
If you incorporate screenshots, you may have to
consider how to best orient the reader:
1. On the New Address Screen, type your name,
address, and phone number.

2. Click the Save button.
3. On the Address Confirmation screen, stick your
thumbs in your nose and yell, "I'm picking me a
winner!"

(Not the only solution, but it's food for thought.)
At the end of the day though, it doesn't matter all
that much, as long as you're consistent. I always ask
myself, Will the reader mostly likely understand this?
If the answer is yes, I go to lunch or go home for the
day, depending on what time it is.
