Unless there's something new hiding in Frame 7.0/7.1 that I'm not aware of yet, there is nothing to make tables automatically resize to fit the columns in which they are placed. (However, that might not be a bad feature...)
Defining a table with the correct size would work for any new tables that you created using that format. However, after you insert a table, the column widths are independent of the table format. You can resize them however you want to, and they can't/won't be over-ridden by anything. Table formats will allow you to change the spacing above and below a table and the padding within a cell, but the overall width of the table and columns remains the same.

Subject: RE: FrameMaker tables in text insets
What about this:
Define a table in the Table Designer that has the dimensions you require for the output document. Once this is set up, import the table formats into the pages that you use as text insets. Then apply the table to your existing tables in each page. I think this might work. I haven't tested it though.
