As others have mentioned, column width (and most other table attributes) 
are only set to the table definition values when the table is created. 
Precious little other than the format name can be updated/changed in all 
tables using the table designer. Can't think of what other, if any, 
properties can be changed that way.

However, it would be quite possible to script the resizing of the table. 
Just before publication, the tables could be imported and then a 
FrameScript could be written to unlock the inset and modify the column 
widths based on percentage of text frame width or to any other criteria.

Indeed, a script could make it possible just to put a placeholder in the 
document until it was time to publish. The script could then create the 
inset, import the table, and perform the resizing.
