You and I have a shared language context--maybe not, but assume we are both
native speakers of English. To you and me, the expression "First come,
first served" has always been understood to mean one thing.
But if you were not already initiated into the meaning, I think you would
surprise me if you could parse that expression and come up with the accepted
meaning. It is an idiom, after all.
