I suppose it's this one, but mostly because I've never tried
counting.
I've never worked in an organization in which the criteria for
accepting or rejecting product improvement inputs was the
job title of the person submitting them. The standards I'm
familiar with have always been whether the input was valid,
whether the suggested improvement supported the product's
marketing goals and whether time, budget and/or resources
permitted implementation within schedule. Offhand, I'd say
that an organization where suggestions are accepted or
rejected based on the job function of the person making
them is a place to be concerned about, whether you're a
tech writer or not.
