Since I am a small cog in a very large machine, we
have separate groups handling different types of
documentation. For documents placed in-the-box with
hardware, our hardware group assigns part numbers to
documents based on a list they manage. For software
documents, another group does a smiliar thing. We
are not privy to how, who, or why certain numbers
are assigned to our docs.
For documents that we control exclusively, we
establish part numbers based on date, product,
and document type.
Bewteen the initial writing or revision of a document,
and the final signoff, the author is responsible for
tracking the various drafts sent our for review or
editing, and for cleaning up our archive of drafts
after document delivery.
