Bill,
That's a very good point, but the downside is that it means more tech
writers have to get or maintain clearances. That may not seem like a
problem, but I am somewhat averse to having DSS or OPM snooping
through my life, regardless of how squeaky-clean I may or may not be.
As far as outsourcing tech writing work to contractors, well, that's
how I got my current job. The military, in particular, is farming out
more and more non-classified work to private contracting companies.
