I reckon the résumé gets the phone and the phone gets the F2F.

After ability and experience (but before appearance), I tend to land gigs on a certain je ne sais pas, which means that on the phone I need to be as comfortable -- as 'me' -- as possible. Prepared, but natural. Before you can be somebody they want to work with, you have to be somebody they look forward to *meeting*.

Even in person and in a suit, I try to let them see who they'll be working with every day. Seems only right.

But (ahem) this may have let me down for the first time *ever* the other week. I'm pretty sure (have inside dope) that somebody less knowledgeable, less engaging, and of another sex trumped me after what I felt was a great interview. Sometimes they prefer smart-and-safe to very-smart-plus-compelling.

In those cases, if you can anticipate them, I recommend doing phone interviews in clothes. ;)
