XHTML is still too formatting-driven and not structural enough,
compared with other XML. You could construct a document formatted with
dozens of nested tables, and it might be perfectly valid XHTML. But try
to transform that to a book-formatted PDF or some other output, and
therein lies the problem. Now, if you were discipined enough you could
write highly structured XHTML that transforms nicely to other formats,
but there is no technical enforcement of that structure.
