I didn't know enough to attribute a quote to Dick Margulis, but I was
going to say much the same thing.

One comment I made in a past certification or STC thread was this:

STC fails IMO as an organisation because they seem to perpetuate the myth
that technical communication is an industry/profession that can exist in a
bubble and that they are the central point of that "industry". Instead,
what we need is not a central clearing house and certifying body, but an
oversight group that could instead search out similarities between
industry groups and encourage cooperation between them. Something like how
ANSI is an umbrella group for the standards of many different industries
(SAE, IFI, ASME, etc.).
