Generally speaking, in a salary negotiation, the person who names a
figure first is put at a significant tactical advantage.

That is precisely why most recruiters insist on you providing it up front. 

Since they are the gateway to the job, usually you have little choice
in the matter.

I've usually said something like "my salary requirements depend on the
total compensation package being offered," which sometimes works.
