One of the requests from our product manager is that we create adocument that does not allow customers to actually change the content
that we provide but it should allow them to hide or show the relevant
parts.
I would do it in HTML with WikiWriter, display it with an embedded-browser application similar to HTML Help, configure the source with an INI file, encode the content (or embed it in the application's EXE) for editing security.
