Earlier, I suggested Dia as a diagramming tool that handles UML.

There is another, a Java applet, that also seems quite good: ArgoUML.

This one is licensed with the BSD license, so it's legal to use in any
context whether personal, nonprofit, or commercial. It is also the
basis of a commercial product that has a free personal use version,
Poseidon for UML:

(The link on the ArgoUML page is slightly wrong).

As always, if all else is equal I like the free tools. Of course, "all
else" is seldom equal, but sometimes the free ones are superior to the
non-free.

Your mileage will vary, I have no connection to any of this stuff,
money back if not absolutely delighted, and all that yadda yadda...
