The folder contain information, FP uses for administrative purposes. You may delete these folders and the Website will continue to work perfectly, as long you don't use FP services with the webserver.

One important function of the folder: it contains information about the time, the website files were published to the webserver with FP. If you publish the entire Website again, FP will check which files have changed and will copy only necessary files.
