There are a lot of choices. In general, blogging tools are either
(1) a remotely-hosted service or (2) a server-based application that
you arrange your own hosting for and install yourself. There are
only a few (3) desktop-based blogging apps. Apart from this third
category, it doesn't matter what OS you're running locally. The app
runs on the server and the interface is browser-based.
