I haven't used the Visio/FrameMaker combination, so can't be much help there.

However, there's a free software (and open source) package called Dia
that you can download and see whether you get better results... it
won't cost you a dime, now or ever, and thus you won't need to go
through any purchasing red tape to acquire it:

I've been using Dia for a few weeks to do UML diagramming and rather like it.
